A report has been developed that would give the Council proper guidance when considering where to provide the new site.

The Council has previously carried out an accommodation needs assessment which identified the need for a new site. Government guidance also states that local councils should allocate sufficient sites within local development plans.

In June last year, a new Gypsy Traveller Policy was approved which sets out how Gypsy Traveller families can have access to the full range of service that the Council offers.

If the latest plans are approved, a member led task and finish group will be developed who will look at all the issues relating to choosing a new site. They will also consult with the Gypsy Traveller families about any potential site.

John Hague, Cabinet Member for the Environment in Swansea Council, said, "Every council in Wales is faced with similar considerations relating to gypsy travellers. We have a duty to ensure these families have access to council services.

"Our recent assessments show there is a need for a second site.

"It's essential we adopt these new criteria so we can properly look at potential sites and evaluate if they are suitable."

At present, the existing Gypsy Traveller caravan site is located at Pantyblawd Road in Llansamlet.

A planning application was refused for a temporary site at Swansea Vale and a blanket possession order has been obtained by the Council to prevent Gypsy Travellers camping anywhere within the Enterprise Zone in Llansamlet.

Cllr Hague, added, "The possession order gives us the legal powers to evict illegal campers from the enterprise zone.

"The development of a second site will enable us to carry out our responsibilities and deal more effectively with the issues relating to illegal camping in Swansea."
